Dr. Arittha Wikramanayake has been an influential figure in the capital markets in Sri Lanka having been closely involved in the creation and development of its regulatory infrastructure for over two decades. During his tenure as the Director General of the Securities and Exchange Commission (SEC), he played a leading role in the development and formulation of policy, laws and regulations for market conduct in Sri Lankan capital markets. Among the many notable developments during the time were the formulation of Trading Rules, the Takeovers and Mergers Code and the Unit Trusts Code. It was also during this period that the Colombo Stock Exchange migrated to fully automated trading becoming the first in the region to do so.

As one of the leading capital market experts of the country, Dr. Wikramanayake has served in various key regulatory and policy formulating bodies including the Sri Lanka Accounting and Monitoring Standards Board, the Public Enterprises Reform Commission and Committees for the formulation of Codes of Corporate Governance. In recognition of standing in the industry he was appointed by the Monetary Board of Sri Lanka to a task force to advise Financial Institutions on the use of facilities provided by the Central Bank to overcome the impact of the global financial crisis in 2009.

Dr. Wikramanayake is an expert on corporate, securities and commercial law. He also heads the firm’s acquisitions practice. He presently serves as the Chairman of the Company Law Advisory Commission and as a Member of the Advisory Commission on Intellectual Property Law. He has also served as a Member of the National Trade Negotiation Committee appointed by the Cabinet of Sri Lanka to negotiate Free Trade Agreements with Singapore, India, China and Thailand. He is also a patron of the Sri Lanka Angels Network, which is the leading entity engaged in the development and nurturing of the start-up eco-system of Sri Lanka.

Dr. Wikramanayake has several publications to his credit, including “Company Law in Sri Lanka” which is an authoritative text on the Companies Act of 2007 and was a co-author of “Philanthropy and Law in South Asia”. In addition, he has been ranked as a leading individual in the fields of Corporate and M&A by Chambers & Partners and the Legal 500 Asia Pacific.

Dr. Wikramanayake received his professional education at the Sri Lanka Law College and was admitted to the Bar in 1981. He thereafter served as a State Counsel with the Attorney General's department of Sri Lanka till he assumed his position as the Director General of the Securities and Exchange Commission. During this period, he received LL.M degrees from the Vrije Universiteit (Brussels, Belgium), the University of Georgia (Athens, USA) as well as a Master’s in Law and Diplomacy (MALD) from the Fletcher School of Law and Diplomacy, Tufts University (USA). Furthermore, in 2013 he was awarded a Doctorate from the University of Colombo, Sri Lanka.
